New standardized process for extending alcohol service hours in Ottawa

At its meeting on January 29th, Ottawa City Council provided the Director of By-law and Regulatory Services with the delegated authority to issue letters of municipal significance for a premise holding a valid liquor license for a one-time temporary extension of liquor sale service hours before 5 a.m.


According to Mathieu Grondin, Ottawa’s nightlife commissioner, “this means that the City of Ottawa now has a standardized process [for extending alcohol service hours], and a more flexible definition of "municipal significance" [while determining eligibility] than in the past.”


What will determine whether applicants are approved for the extension? Here are the conditions:


(i) the operator of the licensed premise submits the application a minimum of 30 days in advance of the commencement of the desired liquor sale service extension date,


(ii) the applicant and the licensed premise comply with all City of Ottawa by-laws, including holding all required licenses and permits, and


(iii) The General Manager or the Director have reviewed the enforcement history of the applicant and are of the belief that there is no concern to public health and safety or well-being of the surrounding community;


(iv) the event has social, cultural, or local economic development impacts within the City of Ottawa; and (v) the community will benefit from the event.
